Client is getting error during OAuth process - ' Hub doesn't have access to some Hubspot feature'

We have APP with App Id 178799 in portal Id 4787903. For this App I checked  next scopes 'contacts reports content business-intelligence oauth' and use same scopes during OAuth process.  Our users, for example hub id 5356029 or hub id 5899161, got error "Couldn't cmplete the connection. This hub doesn't have access to some Hubspot features that are required by this integration. Please contact the integrator."

Users said that they have Marketing Hub Professional plan. I check scopes requirements - it's should be enough, but not work for this users. What wrong in this case?

Problem solved using optional_scopes

Perhaps someone from HS can hop in here to double check the scopes in both @iaa's developer app and his users' HubSpot portals. I know I have mismatched and couldn't figure it out before.

Also, something about one of those scopes is telling me Marketing Professional does not have one of them in the plan.
