I can't specifically recommend any of HubSpot's App Partners who offer calling services for your use case, but I did find Croatia explictly mentioned in this Aircall documentation.

I recognize that the article discusses getting a number in those countries, which you already have, but that also may suggest support for calling from Croatia.
