I am looking to develop an application that gets a notification every time a contact is added and store the contact phone number on my own database. I am planning to do this through Webhooks and Contacts API. Is this going to be possible with the free hubspot or do I need an enterprise subscription?
That you set up a HubSpot app to use webhooks by subscribing to the events you want to be notified about, and by specifying a URL to send those notifications. See the prerequisites documentation for more details about creating an app.
That you deploy a publicly available, secure (HTTPS) endpoint for that URL that can handle the webhook payloads specified in this documentation.
Webhooks are set up for a HubSpot app, not individual accounts. Any accounts that install your app (by going through the OAuth flow) will be subscribed to its webhook subscriptions.
So if you create a developer account and use the test portals you can create with it, you should be able to create your app.

So my question is: once I have developed this app, to use it with my own hubspot account, do I need free, starter, professional or enteriprese hubspot account?

@Teuncould you please point out where is it said that webhooks are free in hubspot? I'm reading the page you've reffered to but see nothing about "whether webhooks are paid or not" . Just a screenshot will be enough.
I've just chatted with the support on this question. Very interesting. Only tech team ( which is fortunately available on our paid plan) could answer only - ticket #11951057. The regular support which is available (for free) on the website chat didn't manage to answer the question. Shame on them 👎. I'm just reposting the answer from the tech team becasue I'm expeting it should save so much time for those who need to know if webhooks are free in hubspot or paid.
I spent 25 minutes chatting with two support teams. And I beleive so simple questions should not take 25 minutes to find an answer.
At the moment there is no document which says it is free/paid, but i did check few internal tickets with the same questions seems like it is free to use if you are using them via API
