403 Access Denied on Form API - Submit data to a form

Getting the following response since Sunday March 5th 2017 from custom PHP forms that have been working for years with out any recent changes.

Those 403 responses are usually temporary blocks from our application firewall, generally caused by an extremely large number of requests. Normally these blocks don’t last 2 days, so I’ll check with our IT team and message you directly when I have more details about this.
