On my end, I attempted to install app 223209 on portal ID 3449765 and I was able to install it successfully (I've uninstall the integration).
In this case, could you share the exact steps that you took before getting the following error:

Couldn’t complete the connection
This hub doesn't have access to some HubSpot features that are required by this integration. Please contact the integrator.
