I am having some issues with accessing files uploaded from candidates via our website. Every time I click on the submission, it either says "There was a problem loading the submission, please refresh the page or try again later" or "this value wasn't passed to the contact record"

Hey, @NSTR👋 The first screenshot is telling us something is blocking or preventing the cookie from being set. Is this only happening from your tests? Or with actual external submissions as well? Troubleshooting steps will include examining the console logs and other browser information in the browser's developer tools when you make a submission. This may revel an error or issue that is blocking your tracking form coming through.
For the second screenshot, it's telling us your property name is correct. Either file_upload has a different internal value or it's associated with a different, non-contact, object in your portal. You can verify this by going to Settings > Properties >contacts and searching for the property. Once you find it, you can locate its internal name. I made quick example (screenshot)

From your screenshots, it looks like you're using a non-HubSpot from and the non-HubSpot Forms tool. The no cookie error is telling us something on your page is blocking the HubSpot Tracking code from setting the cookie properly. But you'll need a dev or dev resources to look at your page and see if you can spot the issue. This part of the knowledge base covers some common reasons your form submission may not work. The limitation is that with external pages and forms, there are too many variables out of HubSpot's control to list all the potential causes.
