I don't think there are any out-of-the-box features which would allow you to send a notification. One option would be using custom code actions, leveraging such an action to look up whether a value was already used before on another record.
This would require a developer and an Operations Hub Professional subscription.

Check if contact is duplicated - Automated through workflows

@ChrisChiha you're probably aware of this already, but HubSpot does have a built-in deduplication tool (more info in this Knowledge Base article). You get to select the properties that you want HubSpot to compare, including phone number, so you can prevent duplicate contacts beyond email address.
The downside is that HubSpot scans your database once every 2-3 weeks, so this wouldnt happen instantly as soon as a new contact is created.
