On HubSpot Starter you don’t get workflow-based cross-pipeline automations, so Zapier is usually the workaround. The main snag with your setup is that Zapier can’t “clone” a deal across pipelines out of the box it only updates the same record.
To get a new record in the Renewals pipeline you’ll want to use the HubSpot > Create Deal action instead of Update, and be sure you’re passing over the right Deal ID context plus any required fields like pipeline and stage.
Sometimes the filter logic also fails silently if deal names have extra spaces or case mismatches, so testing with clean sample deals helps.
