Workflow to change a user from Core to View only.

I want to use a workflow to change a user with a Core seat to a view-only licence if their last active is more than 60 days ago.
I get the error “Custom user properties can only be set for users that have a paid Sales or Service Enterprise seat assigned.”

With HubSpot’s new licence model this does not make sense.
How do I fix this?
