What’s the purpose of the form, and what kind of email are you trying to send the alternate contact (sales or marketing)?
HubSpot requires that contacts peronsally provide their email address and permission to be eligable for use in marketing email sends from HubSpot, including marketing sends created with workflows. Be sure that you are keeping your brand’s sender reputation healthy and stay aligend with the Acceptable Use Policy by only sending marketing emails to contacts who have provided their email address to your brand directly. Contacts refferred by another indivdual couldn’t be used for marketing email sends as consent can only be provided by the owner of the email address.
