As the title and official documentation suggests that min 3 active/unique/unaffiliated installs are required to submit the app on marketplace. I’ve 3 unique installs based on external accounts and have completed all the needed steps. Still the ‘Submit’ button is disabled and popup showing min 3 active installs are required.
Can somebody help me understand whats the actual criteria for unique installs (now what the documentation says)?
Also, if I attached unique emails today, how much time does hubspot takes to validate those so that I can submit my app?
The requirement is specifically for OAuth installs, not just adding users or attaching email addresses to your app.
The process is:
First, publish the app as a Privately Listed App and accept the Marketplace terms.
Share the app’s OAuth install link with your testers.
Have the app installed into three active, unique, unaffiliated HubSpot portals through the OAuth flow.
As those OAuth installs are completed, you’ll see the install count increase under the App Distribution tab in your developer account. This lets you verify that HubSpot is counting the installs before you attempt to submit the app.
If the App Distribution page is showing fewer than three installs, those installations haven’t met the Marketplace criteria yet. If it already shows three qualifying installs and the Submit button is still disabled, it’s usually just a short validation delay before the submission requirement is updated.

In short, I’d rely on the App Distribution install count as your source of truth. Once you see three qualifying OAuth installs there, you’re ready to move on to Marketplace submission.
I’ll rephrase that. We have actually implemented ‘Connect to Hubspot’ button on our product. So external users have signed up on our product website. Then clicked on CTA which opens a HubSpot auth window. After authenticating on HubSpot, it prompts to connect to app. This is the complete flow.
We have done the same for the other external accounts as well. So we have not just added the emails but actually onboarded external users to use our product and HubSpot Integration.
If you’re following the OAuth flow you described, and the app is configured as a Privately Listed App, the installs should be reflected in the App Distribution tab of your developer account. That’s the count HubSpot uses to determine Marketplace eligibility, and once it reaches three qualifying installs, the Submit button should become available.
If your app is privately listed, the OAuth flow is working correctly, and the App Distribution count still doesn’t match, or it shows three installs but the Submit button remains disabled, I’d recommend opening a Developer Support ticket, as that would likely indicate an issue on HubSpot’s side.
