when i submit a form on landing page its update an existing contact instead of creating new contact. any ideas??

If HubSpot matches a submission by email address to an existing contact, it will always update that contact instead of creating a new one. This behavior is deeply embedded into the CRM and cannot be turned off: Deduplicate records in HubSpot
If you’re referring to HubSpot overwriting the wrong contact, you can stop this behaviour by enabling the ‘Always create contact for new email address’ toggle in the options tab of the form editor (this has to be done each form). I recommend enabling this setting across all forms.
HubSpot is able to identify users both by accepted cookies within the same session but also via clicks through marketing emails which have personalised tracking links. That can explain overwritten data after long intervals as well.
