We have some reports where we are not able to attach a csv.
I think its because there are limitations on using Custom Report Building but the documentation is sparse on details on what the limitations currently are for this feature.
The only mention of the limitations on this is that there are limiations - not super useful. Share or export reports and dashboards
Does anyone have insight into what reports cannot be shared as an attachment on a schedule and which ones can.

Have you read the whole article that you linked? It contains a few yellow call out boxes which list very specific limitations and report types, such as:
Please note: when sending report data as an attachment to an email the following reports aren’t supported; web analytics, reports with email as the data type, annotations, custom reports, reports with unified data type, and sales analytics widget reports.
Please note: only Single object, Event-based, and Customer journey reports can be sent as CSV, XLS and XLSX by email.
