Investigating bringing leads into HubSpot before sending the data to a 3rd party app, can we designate incoming contacts as non-marketing before hitting HubSpot so they don’t trigger an action from an existing HubSpot campaign and incur additional subscription costs?

If I understand right you are trying to set default marketing status to non-marketing for new upcoming contacts. If I am right then I would like to share a hubspot great knowledgebase with you.
And yes if you have any automation which sets marketing status of contacts to marketing then what you can do is you can add filters in that workflow to prevent the new upcoming contacts to enter in the workflow.

Unless you have workflows set up which automatically pick up each new contact (e.g. enrolling by Create date is known) and mark it as marketing-contact, new contacts are by default non-marketing contacts.

In other words, creating contacts via a third-party app should not incur additional subscription costs unless this app specifically marks contacts as marketing-contacts.
