My users cannot delete any deals even with permissions that allow them to delete all deals. Not sure why this is happening. Have tried everything but still cannot fix the issue.

Where are you trying to delete the deal? On the record page or the deal index page (Menu > Sales > Deals)?
If it’s the latter, delete permissions for deals aren’t enough, you also have to enable bulk deletion permissions (below the record access permissions).
