Updating a record based on a custom UID on a form

We use HubSpot to track trainee’s progress over a training course.
Every term, we have QA Leads who review their progress. We’ve brought the process into HubSpot by providing QA Leads with a form to complete. The form only has two fields:

A UID field that they type our custom UID into

and an outcome field, which is a dropdown property that they choose the response to. We thought the form would then update whichever record is linked to the UID, with the chosen property value, however it only updates the HubSpot user’s account - and where a form submission is completed by someone who isn’t a HubSpot user, then it doesn’t update any record.

I’ve being told that the only way of doing this is through developer tools and I’m wondering if anybody else has any other easy solutions or how I could request this as a product from HubSpot?
