This would indeed be done with a workflow, specificall the ‘Edit record’ workflow action.

  1. Enroll the contact based on ‘When filter criteria is met’ > ‘Form submission’ > specify your form
  2. Consider enabling re-enrollment based on the form submission
  3. Use the ‘Edit record’ workflow action to update the properties you’d like to update
