I understand that from a billing perspective, I cannot set a marketing contact to non-marketing in the same month. But if I set a contact that is marked a marketing contact to a non-marketing contact, will they immediately be excluded from a list I’m sending an email to?

That’s correct. When you’re sending a marketing email to a non-marketing contact, they email will not be delivered to them. When you navigate to a email (Menu > Marketing > Email) and check the Recipients tab for Not sent, this is what you’d see for such a contact:
It will show up along with contact with email server issues, hard bounces etc.
Keep in mind that a bulk edit for Marketing contact status might take a few minutes (usually not longer) to be reflected on all selected contacts. Also, this the exclusion is expected behavior, it might always behave buggy. I tend to use active exclusion lists for added security.

I am unable to set Non-Marketing contacts as Marketing contacts.
I’ve read the Help Guides (pretty simply, click and select Marketing contact), and even called the HelpDesk.
Any assistance you can provide would be appreciaed,
I also tried to import a list of Non-Marketing contacts with a member of the HubSpot Support Team. We could not import a list. We were prevented.
One last addition - I tried to import a list of Non-Marketing contacts so I could bulk set them to Marketing contacts. I could not do this process. Was unable to import list,
