Unable to toggle on "Ticket Properties" when creating a new form

I’m using free version of Hubspot and want to create a standalone form for internal and external users to log issues and raise tickets.
When I create a new form, the “Support” template is not available to me in the list of templates.
If I move forward with blank template, I am unable to toggle on “Ticket Properties” - it just shows a :prohibited: sign when I hover my mouse over the toggle button.

Is there some other setting that I need to modify for this option to become available? Or is it simply not available in the free version of Hubspot?

Unfortunately Tickets aren’t available in the free version of HubSpot.
