I see I cannot use a “campaign” with my Starter Marketing hub. So how can I send out a mass email and get rid of the “campaign designation” which is holding up my mailing?

Could you share a screenshot of the error message or notice that you’re seeing? The campaign dropdown field should not be mandatory for your email send.
Generally, I’d recommend following the steps in this knowledgebase article: Create marketing emails in the drag and drop email editor This will take you through all of the steps of marketing email preparation and execution.

I believe you might be referring to this field here. It’s not a compulsory field, and you should be able to send out marketing emails without a campaign. I can also confirm that the Starter Marketing Hub can send out marketing emails.
