HubSpot interprets “is known” as “has changed”, too. The Last modified date is “the last time any property was modified for this company. This is set automatically by HubSpot.”

In other words, if you set a workflow (re-)enrollment trigger for “Last modified date is known”, it would enroll companies whenever any company property changes.
