I am looking to transfer everything owned by one user to another user. Is there any way to transfer ownership of all records from one user to another?

Yes, this can be done by bulk assigning ownership as explained here: Assign ownership of records
On the object index pages (e.g. Menu > Contacts > Contacts), filter for all contacts owned by the “old” owner, then follow the steps from the link above. Repeat the process for other objects that the “old” owner has (companies, tickets, deals etc).
