Is it possible to see who clicked a tracking URL?
I know we can see number of clicks etc on UTMs, but can I see this person clicked this tracking URL? (Not CTA’s - I am aware we can see those)

It depends. If HubSpot can identify and make a connection between HubSpot and the user (via cookie), then yes, it will record. Let’s say you are using the campaigns tool in HubSpot and utilize a UTM for a link into a campaign. A contact in your CRM clicks the link, becomes a lead, becomes a customer (whatever the path), that person would be associated with that activity.
Let’s say it was a person that is not a contact in HubSpot and does not convert (fill out a form), you would not be able to see that activity.
There are also other variables, such as the person using different devices, clearing cache/cookies, or not accepting cookies.

When I test this, with known contacts, no association is shown.

Here’s one example:
When clicking the blue number, you will see the contacts associated with that campaign. Note, if there are multiple assets, it wouldn’t necessarily break down the specific page on this report, but you could see the specific pages on the contact record.
Here’s another example:
In this scenario I am on the traffic analytics page and looking at UTM Parameters. This view shows new contacts (first touch) and will show the contacts when clicking the blue number it will show the contacts.
If you want to view contacts that already exists, you may have to create a list and then use that list as a filter in combination with the reports, or if you simply need to see which contacts engaged, then you may just be able to utilize the list itself.
