Yes, I prefer to set this up with two workflows – one for each set of working hours (these can be specified in the settings tab of the workflow).
In terms of workflow actions, these two workflows are exactly identical. It’s just that one runs between 9am and 4pm, the other between 4pm and 9am.
As an enrollment trigger, you would use the form submission. If you were to set the workflows live now, contacts would receive emails from both workflows, only at different times of the day. This can be prevented with a workflow goal: As a workflow goal, you would specify that a contact has received this confirmation email.
If workflow 1 runs and sends the email, the contact is automatically unenrolled from workflow 2 because the contact now meets the goal criterion – and vice versa.

However, I need more information.
I created a form, two different emails, and two workflows.
and I have two workflows,
and Workflow 1 has a goal of “received Mail 1” and which goal should I set in Workflow 2? Maybe “received Mail 2” or none? Or should the goal be “received Mail 1”
