Could you please clarify as in does the Hubspot Icon not show up in your Desktop app or on the Outlook app in your browser?
If you have the desktop outlook web app (meaning you access your outlook through a browser) you can follow these instructions to download the extension: Set up the HubSpot Sales Office 365 add-in | Knowledge Base

Lets start with the 365 Outlook on the Web. I’ve downloaded and installed the extension but the Hubspot icon never appears anywhere to be able to choose track and log
So you managed to install successfully? but the icon does not show up in your top bar like in the screenshot below?
I’d also check that the actions in in your outlook app are all viewable:

Note: The Report Abuse feature in Outlook.com is currently being rolled out, so you may not see it yet.

If you go into customise actions can you see hubspot there?

There could be a few reasons on why the emails arent tracked.
Could be that the add-in wasn’t open when the email was sent. The add-in must be open in order for the email to be tracked. Learn how to pin the add-in open in your inbox, or to open the add-in:
When using an Outlook on the web or Outlook.com account, compose a new email and click the HubSpot sprocket icon sprocket in the bottom right-hand corner of the email composition window.
That is strange! Hubspot says that if you’re having trouble installing the add-in, make sure you meet the following requirements :
Use a supported version of Outlook. The following versions of Outlook are not fully supported:
Have access to the Microsoft store.
Have the necessary permissions from your email administrators to use third party add-ins in your inbox.
Install the add-in in each inbox if you’re using multiple inboxes.
Could you please let me know what Browser and Laptop (Mackbook or windows)you are using?
