Sync deals without an association

I’ve tried to sync my deal records totalling 1100 into my sandbox account. Try as I might, only half are syncing across. My understanding is that they will only sync if the record has an association, is this correct? If so, why is this a requirement?

In my opinion, the point of sandbox is for testing purposes, but to do this accurately, I need to have a complete clone of my live account, including Deal records that has no association but still holds vital info. As a workaround, I am exporting the data from live and then importing into sandbox, but this only raises the question of what teh purpose is of the sync tool.
