My clients can’t see their own team members in the dropdown because they are blocked by my (partner) team members. A smart sorting feature would be best here where the top users are listed higher.

Agreed! This feature would be very usefull. Alphabetizing or even the system just recognizing most recent users at the top would be super helpful.
the dropdown order as it is makes no sense. even alphabetical sorting would be better. and instead of listing all users in the dropdown list, it would be nice if only those necessary were listed.

This should absolutely be a thing. As partner admins, we should also be able to remove ourselves as an option for the record owner. Some clients would like to remove us from the drop-down options, because their record owner drop-down field is cluttered with users who won’t ever be set as an owner for a contact/company/deal/etc.
