I can confirm that this is expected behaviour: using the “#” shortcut key for snippets is currently not supported in your connected email client. You would need to click on “Snippets” in the HubSpot tool bar and then select the snippet manually, as described here.
You’re not the only user who has expressed interest in this feature though! I’ve found this idea post here: Use snippet shortcuts in Outlook and Gmail
