This is not possible directly. The best workaround would be setting up a report that shows you how many deals were created per day from imports, then setting up a recurring email to you: Share or export reports and dashboards
The report could be a simple single object deal report, filtering for deals with Create date in the past 7 days and original source drill-down 1 being import. I’d suggest a vertical bar chart.
In other words, you wouldn’t receive a notification when no deals are imported. You would receive a notification every day and could check whether no deals were imported.
The reason why it’s not possible to set up a workflow for this is that workflows always enroll records, then take an action. If there isn’t any record (e.g. no deals imported), there isn’t anything to enroll and process either.
