HubSpot is just rolling out ‘User-based ticket capacity limits for all open tickets’ as a public beta and we might get a similar feature for deals / leads soon, but as of now, no, there is no native feature for this.
Currently, it would either require custom code actions in Operations Hub Professional or Enterprise (and the help of a developer) or the integration of a third-party solution like Routera: HubSpot Marketplace
