This all sounds very much possible and easy enough to do with custom objects & pipelines. Although it might be helpful to understand what specifically you are struggling with so I can give more specific guidance.
Intuitively it feels like you could combine the two pipelines you’ve suggested. Would make the process of moving ‘requests’ between the various stages much smoother.
