We’re working with a client who wants to restict access to a certain set of accounts, so it is not accessed when connecting via API to an external vendor.
Is this possible somehow?
They’re on the Enterprise plan.

Generally, with Private Apps you can go pretty granular with your access scope I recommend checking that out.
Additionally, this question is more suited for Developer Group
