We are looking to build out a resource center with downloadable items just like the hubspot one found here: Free Resources from HubSpot | Templates, Ebooks, & More
Is there a component of HubSpot that allows for this type of functionality outside of the blog? With the filters, topics, content types, or would this have to be built custom within Hubspot?

@thinkDru My suggesion here would be to use the HubSpot Knowledge Base (service hub Pro). You can have it public or gate the content so that only customers or resigrants can login and view it. It allows search and filters too.
If this is not an option, then the best alternative would be to custom build website pages with the functionalities you are looking for.

I’ve built quite a lot of such resource pages in the past.
My recommendation:
Either go with a blog (not the knowledge base as it’s very restrictive) and a custom listing+post template, or if you want to have it a bit more automated and don’t want to spend time on “building” the actual landing page, go with HubDB and dynamic pages.
If you’re looking for something simple, or don’t have/plan hundrets of downloads, you could build just a simple module with a repeater(each repeater object is a single card), but from my experience, HubDB is way better for something like this.
P.s.:
HubDB (as Blogs) is limited to 10k entries which should be enough for most use-cases 
If you’re planning to have more, you can divide it into seperate tables like:
and combine them on the page or module.
If you want CRM data based Resources and have an Enterprise tier Hub, you can build the same with Custom objects.
