Reordering cloned surveys

I need to be able to move questions around in a cloned survey. New questions added appear at the bottom. I can eventually move them, but the drag and drop is horrible. It can take up to ten minutes per question. I do not understand why this is so hard. Please correct this. I will continually need to update surveys, and I dread it. Thanks
