Generally yes - I’m not aware of any content on the HubSpot Academy (courses, certifications etc) not being free. You can go through the course materials without being charged anything.
However, some certifications have practical exercises that require access to certain subscriptions. The marketing software certification for example has a practical exercise to schedule a social post - which is a Marketing Hub Professional or Enterprise feature. You can do a 14 day trial of Marketing Hub Professional to complete this practical exercise.
This can be the only thing in the way of getting the digital certificate - completing the course will be possible without the certificate.
