@TStenitzer if it were me, I’d start with the Truendo side for exclusion rules in where the banner shows. I think because it’s on your HubSpot domain (even a subdomain), a site-wide banner will show on all pages. Also, I’m not GDPR lawyer, but I think that would be required and difficult to exclude.
