Can the new pop-up CTAs (beta) be used on a Wordpress website? If so, how do I go about enabling them to pop up?

You can specify where the CTA is supposed to appear in the targetting tab, see below:
As long as the tracking code is on the page/domain you want to show CTAs they will appear. The HubSpot WP Plugin automatically adds teh HS Tracking Code, so there is no need to embed or do anything else beyond defining in the CTA where it should show up.
