I have in error permanently deleted a contact. Please can anyone tell me if this can be over-ridden?

Not officially, no. A permanently deleted contact cannot be created again manually, via import, via api etc. Perform a permanent delete in HubSpot
This is by design. If the deletion was restorable, it would not be a permanent delete.
A contact will only be restored if they submit a form again (“If a permanently deleted contact chooses to fill out a form on your website or if they send an email to a connected inbox, they will be added back to your account.”) - or if their information is submitted via a form again. (Do with that information what you’d like.)

you can try this out
but if you dont see it again,
it means that the contact is definitely deleted.
In the future just remember that when deleting from inside the contact
HubSpot gives us 2 options:
You might want to start using the Restore option.
