Can I enter throttle by adding a pause between each email sent or set my own sending limits so my database doesn’t send large volumes of email to one domain?

Are you referring to marketing emails or sales emails, and if the latter, to sequences or individually sent emails?
For sequence emails, you would specify delays as part of the sequence steps.
For marketing emails, there is a frequency cap setting: Set up an email frequency safeguard
