After I’ve sent a batch of emails I reviewed the Recipient dashboard. No emails were actually sent due to the “No Subscription Consent” comment.
I checked the Subscription and Subscription Types. The top one is for Marketing Information. I used Legitimate Purpose reason for all contacts I’m reaching.
What’s the solution if I want to sent a list of emails here?

It sounds like you have the GDPR setting enabled, including the option “Only allow marketing emails to be sent to contacts who have a legal basis to communicate”. (see here)
With this option enabled, HubSpot will suppress all contacts from an email send who are not explicitly opted into certain subscriptions. (If your first thought is “This is confusing” then you’re absolutely right.) In most cases, contacts are neither opted in nor opted out, they simply “not opted”. Before they’re eligible to receive email from you, you need to add subscriptions to your contacts: Manage your contacts' messaging subscriptions
Your marketing emails should now be delivered to those contacts who have an opt in for the subscription that you chose to send your email with (settings tab of your email).
