They are under Settings > Users & Teams > [Your name] > Edit Permissions.
You also need to have permissions to see and edit users on HubSpot to be able to see the above. Make sure that you are a Super Admin in fact.
I don’t have the full context of how you upload images/files but my best guess is that these permissions have been turned off for your account, if it suddenly stopped working.
Let me know if this makes sense and it helps or if you can explain more on how and where you upload images for your website. And is the website on HubSpot Content Hub or external.
So I have tried looking at my permission, but despite being super admin, I can’t change anything it seems(attached 2 pictures below). I have tried uploading images through the image slider and it give me the error message I referred to at the top of my post(see 3rd picture). I have tried other ways to upload files, but they have all failed up to now.

That is quite odd, I have never seen that restriction. And you are a Super Admin so no way it can be anything to do with permissions.
I checked the Image Slide module and it is available for all tiers including free. Same with the file manager. I assume you tried uploading directly in the file manager and then simply choosing your image in the module? Perhaps try another image ideally with a smaller size, in case there is some image size limitation on free accounts?
I would try reaching out to support if available and see if there is some sort of a bug or limitation that we don’t know about. Or perhaps the Image Slide module has been updated in the last few days with bad code.

I’m curious to know if @EAl-Ajrawi has any context they may be able to provide here? It looks like Support was recommended as the next best step, and I’m wondering if maybe they were able to shed more light on the situation.

Another thing you could try why you are at it---is makings sure you are resizing your images. This will help later down the line for your page loading time.
