My Meta Business account is locked, so I can’t connect WhatsApp Business. Do you think the solution could be to create a new Meta account and link a new WhatsApp number?

If the Meta Business account is locked, I’d first try to resolve the restriction on the existing account before creating a completely new setup.
Creating a new Meta account and using a new WhatsApp number might work in some situations, but it could also create additional verification or ownership issues, especially if the business information is the same.
I’d check the reason for the Meta Business restriction first and make sure the business details, phone number, and verification information are all consistent. If the restriction can’t be resolved, then a new Business account/number may be worth considering as a last resort.
