Never send double opt-in to non-marketing contacts

We have a couple of DOI issues.

Firstly, I am creating a kiosk form for an event. I want booth staff to enter contact information for visitors. However, as the form does not create marketing contacts and it is not opting people into any markeing subscriptions, I would not expect the visitors to recieve a DOI email. In fact they are shocked when they do get one.

Similarly, we have a contact for that provides visitors with the possibility to subscribe to our newsletter subscription as an additional option. Even if they choose not to subscribe, they are still being sent the DOI email.

In both cases, the users never subscribed to any form of Communication Subscription, therefore there was no purpose for a DOI email to be sent as there is nothing to confirm.

We are using a Marketing Starter subscription, so it is not possible to switch of DOI on a form by form basis. However, that should not change the fact that these emails should NOT ALWAYS be sent, they should only be sent in conjuction with someone actively making a choice to subscribe.
