Can I track more than one submission from a web site form, from the same email address?

Yes, you can see this detail on the Activity screen for a contact.
You can create an active list that filters on a specific form submission and also filters by either number of submissions or number of unique submissions.
You can also create a report that shows the number of form submissions for form submission and break it down by a unique contact value. This will show in chart view and might be a bit cumbersome to view if you have many forms or a high number of submissions. To make this usable you would want to apply some additional filters to get the data you need to see.
Lastly, if you go to the form tool you can see the submissions for each form. If a user submits a form multiple times it will break it down by each submission even if they used the same email address.
