I’m trying to run a basic report that shows contacts created by month vs the same month the previous year.
I seem to be able to do this only to report against the previous period (e.g. last 30 days etc)

This option should be available. Here are the steps I took to double-check:
1. Navigate to Menu > Reports > Reports > Create report > Single object > Contacts
2. Filters should be Create date is This month so far
3. Visualization is Area or Line
4. Displaying: Count of Contacts by Create date
Under Display options, top right, I see this:
Can you confirm you took the same steps?
