I completed the Sales Hub Admin: Managing a sales team in HubSpot course, but I can’t finish the practice that requires making a call. My account appears to be on a free HubSpot tier, and calling is unavailable unless I upgrade. Because of that, I’m blocked from completing the practical exercise. Can you confirm whether there is an alternative way to complete this practice, or whether this step requires a paid subscription? And if not will i be able to receive my certificate ?

The only option, as far as I know, is to upgrade - even if temporarily through a free trial.
Without completing the exercise, correct, you will not receive the certificate.
