I would like to limit the creation of new Leads to one specified stage, and then limit the possibility of skipping subsequent stages (mainly due to saving the conversion date to other stages for reporting).
Is there such an option in the Leads Pipeline (in the Prospecting area)? I don’t see the “Pipeline rules” tab in the Leads section.

Not yet, no. Since the prospecting / sales workspace is still in beta, I assume this will be added somewhere down the line.
If you want to explicitly flag this with the product team, if recommen submitting a request in the HubSpot Ideas section of the community. I do however think that they have this in their roadmap.
With an Enterprise subscription, you can theoretically build a workaround: create one single checkbox property for each lead stage but the first one, set it to view only, set it to ‘Yes’ via lead workflow if a lead has entered the previous stage. Since they’re view only and required, that effectively enforces creation in stage 1 and prevents skipping.

@ASobusiak sure. Let’s assume the first two stages “New” and “Attempting”.
- Create a custom single checkbox lead property “Eligible to move to Attempting”
- Set the property to view only: Manage view and edit access for properties
- Make the property required for the “Attempting” lead stage
- Create a lead-based workflow that enrolls records when they’re in the stage “New”, then sets the value of “Eligible to move to Attempting” to “Yes”
- Repeat for all other stages
Unfortunately, step 2 is impossible to complete
