If you view the attatched photo-- you’ll notice hubspot recognizes “Created by User ID” as a number and thus won’t let you group/facet on those discrete values. . . (Only when using single-obj reports, wierdly enough the property works in custom reports).

You’re correct – these types of inconsistencies exist in HubSpot, sometimes due to the fact that different teams of developers are working on these features. As far as I know, there isn’t any way to work around this.
You can always flag this in the HubSpot Ideas section of the community. The more upvotes a request gets, the higher the likelihood of review and implementation.

The property appears to be interpreted as a number instead of discrete string in single-object reporting. check it out.
Came across this exact issue, which is annoying.
The report is a simple single-object report tracking how many contacts a user has created, with a reference line as a target. Being unable to use the Created by user ID field means it needs to be a custom report - which doesn’t have a reference line or link to goals.
