We’re currently looking at building out the Quote functionality in HubSpot and came across a bit of a bump.
We don’t want to have to make our CEO get a HubSpot account for the sole purpose of signing quotes, and I can’t seem to find a way to get around this.
Ideally we would just have it be so that we could include an email address to the countersigner section and then they’d just be able to sign it normally but I’m also open to other suggestions.

Any approach other than inviting your CEO to HubSpot will be a lot more complicated. I’m not aware of any ways to work around this – the invitation is very likely the simplest, fastest, cheapest option.

you could add you CEO to every quote the same way you add the customer
but this 'd not be the most neat process.
You can also try 3rd party apps like Better Proposals or oneflow
where you build the proposal in the app as a document
and them send it to all the involved parts for digital signature.
This will not require from your CEO to use HubSpot, just to sign the document digitally.
Think this could work?
