Is it possible to filter deals by the ‘Close Date’ field that was updated by a specific Contact Owner?

Not via the user interface, no. You can however export the property history for close date for all records and should be able to see who/what made the changes: Export property history
Within the user interface, you can always check, one by one, who updated a close date: View a record's property history
